For a grid-tied system on your house: yes, essentially always, and doing it yourself does not change that. For a genuinely standalone off-grid system on a detached structure with no connection to your home's wiring: frequently no. That distinction — whether the system touches your home's electrical system — is what the whole answer turns on.

What a solar permit package usually contains
- A site plan showing the building, array location and setbacks
- A single-line electrical diagram covering panels, strings, inverter, disconnects, conductors and the point of connection
- Equipment cut sheets — manufacturer datasheets for panels, inverter, racking and disconnects
- A structural assessment confirming the roof carries the additional load, sometimes requiring an engineer's stamp
- Attachment and flashing details for the racking system
- Load calculations if you are derating the main breaker to fit the array
Cost varies enormously by jurisdiction — roughly $200 to $1,500, with the spread driven mostly by whether a stamped engineered plan set is required. Some kit vendors include a permit-ready plan set with the purchase, which is genuinely worth money; ask before buying, since paying an engineer separately can add $500-1,000.
When you probably do not need one
A standalone off-grid system with no connection to the house — a shed, workshop, cabin or barn running its own panels, battery and inverter — is treated far more leniently in most jurisdictions, and many require no permit at all. The reasoning is that there is no utility interconnection to protect and no service panel being modified.
The exemption disappears the moment you connect it to the house in any way, including a single circuit. At that point it is a grid-tied installation with the full process. This asymmetry is a large part of why off-grid DIY builds cost so much less, and why a shed system is a reasonable first project.
Why skipping the permit backfires
The consequences do not arrive on installation day. They arrive later, and they are worse than the permit fee:
- Your utility will refuse interconnection. No permit and no inspection sign-off means no Permission to Operate, which means a grid-tied array you legally cannot turn on.
- Insurance claims get contested. If a fire starts anywhere near unpermitted electrical work, your insurer has a straightforward argument for denying the claim.
- It surfaces at sale. Unpermitted work on a home appears during inspection or appraisal, and buyers routinely demand it be permitted retroactively or removed at your cost.
- Retroactive permitting is worse. Getting an existing installation permitted after the fact often means opening up finished work for inspection.
- Nobody checked your work. The inspection is not only bureaucracy — it is a second pair of eyes on a system that will run for twenty-five years on your roof.
How to approach your building department
Call before you design, not after. The single most useful question is which NEC edition they have adopted, because requirements — particularly around rapid shutdown — changed meaningfully between recent editions, and designing to the wrong one means a redesign.
Ask also whether they permit owner-builder applications for solar, what the fee schedule is, whether a stamped structural plan is required, and how many inspections they expect. Most departments are straightforwardly helpful with someone who calls first, and considerably less so with someone who arrives with a finished installation and questions.
